Canadian Police Information Centre (CPIC) History
The Criminal Record searches go back to the date when the Canadian Police Information Centre (CPIC) was formed, around 1972-73, approximately 30 years ago. The policy stipulated that all accredited Police Forces (category 1) in Canada would input charges and convictions on the system. The Royal Canadian Mounted Police (RCMP), Canada's National Police Force, would be responsible for the administration of the CPIC system in Canada. The CPIC search reveals all levels of criminality, except for those offences or convictions committed while a juvenile or offences that were Pardoned.
The most common statute is the Criminal Code of Canada similar to that in the USA. In Canada we refer to Felonies as Indictable offences and Misdemeanors as Summary conviction offences. CPIC records also reveal outstanding Warrants of Arrest as well as Conditional Discharges by the Courts.
The Privacy laws of Canada, coupled with the Privacy Act in British Columbia prohibits the release of personal information which includes a criminal record EXCEPT when a Waiver or Authorization in respect to Employee Security Clearances is signed.
In order to have a legal criminal record search conducted we only accept names to be checked through CPIC by the accredited Police Department where Consent Signature is obtained. If there is no record of any conviction, etc. in Canada, the Waiver is returned with the Police Use Only portion indicating there was no record. If there appears to be a criminal record because of a similar name and birth date, then the individual's fingerprints are required in order to determine if it is the same individual. That process requires an extra cost depending on what another police department charges for taking them and sending them to us.
